…if the Constitution does not provide a text that is full of truth that we strive to comprehend, what does it actually provide?  It provides a set of rules and structures that constrain political activity.   It does not guarantee outcomes.  Further, it sets up a struggle amongst power actors who are seeking to create certain outcomes.
